The bike is an on/off, but more off than the GS!
Everybody knows the big beemers have them now, but there was one bike that had them a few years earlier.
Hint: it was in 1985 and these wheels were used only on this specific bike and they looked awsome!

OK guys, since noone tried hard enough, I 'll give the answer.

Anyway, the answer is:
1985 Honda XL600LM, it was a rare bike, but not that rare
Here is a picture, look at the rims, they have a 'lip' at the centre on which the spokes are attached, whereas the BMWs that followed a few years later have a different arrangement as the spokes are attached to the edge of the rim :
