Ok so i found someone in the neighboring town who is looking to sell his kawasaki ninja 250r 2010 lime green special edition with a slip on exhaust (comes with the stock exhaust too) for $2,300. It has 11,000 miles on it. To me this seems too good to be true and I was hoping that you guys could tell me if this is a good deal or do you think he is trying to screw me (as in the bike has issues I'm not aware of). I'm going to call him very soon but if there is nothing wrong with the bike isn't this a steal?

I'd call that an average price. Also, you shouldn't agree to pay extra for any accessories for which you don't care. The only mods that usually elevate a bike's cost are ones associated with a very specific use, like track-related parts (suspension, brakes, etc) or cruising bits like heated grips or whatever. Slip-ons don't really impact the price of a bike.
