I didn't know jack about boats when I purchased a used boat, out of state, sight unseen. (yeah, sounds crazy, I know)
What I did was have the seller drop off the boat at his local dealership. I called the dealership, gave them my credit card number and authorized them to charge me $100 for a pre-purchase inspection. Later that day, the mechanic called me with the results and faxed the results of his inspection, which was a totally clean bill of health. Drove 1000 miles each way to pick up the boat and tow it home. I've had the boat for 8 years now, absolutely trouble free.
I imagine you could make a similar arrangement for virtually any kind of used vehicle purchase, assuming the seller is willing to drop off the vehicle at a shop.
