I keep on hearing this term...

But have no idea what it means.

When describing smaller cc engine bikes like the FZR 400 or a CBR 400, why is it called a Cafe-racer?

What determines it to be a cafe racer?

It's not so much the displacement. It's more of a styling and history thing. Here's a link with a bunch of background on "cafe racers":

To borrow from Aris:

"The term 'cafe racer' came from the Brits.
When the british bikes were the best in the world (just because there were no others ) the trend was to tune them, get rid of unecessary stuff to make them lighter, add really low clip ons, and gather at famous cafes to meet other cafe racers.
Of course the menu included some racing in the streets with loud exhausts and no rules "

As i understood it, the cafes were the main gathering spots, and when they got bored with one, they'd (literally) race to the next. Kinda like cruising from Sonic to Krystal, but at a somewhat quicker pace.
