1998 250 KX starter or CDI?

Well I found 98 KX 250 for $2k they are willing to take less, but here's the problem. The owner has been sent for military duties overseas for 3 yrs. so he signed the papers off to his mother. I believe the sister is now handling the selling part but the issue is, she says the starter is broken so the bike wont start. I'm not too familiar with working on a dirtbike but they don't really have a starter right? It's probably the cdi that has gone bad; at least that's what I'm thinking. What do you think the seller means? Is it worth getting if the cdi is bad and how much should the price be dropped? It comes with all the gear (helmet, goggles, gloves, pants, chest guard). THe thing that worries me is all I know is that the seller says the starter is broken so the bike won't start, but that could mean many different possible mechanical issues right? Is it worth trying to figure out and what kind of bill would rack up for trying to find the problem? Please let me know.

KX 250 is going to be kickstart. I would go check it out first hand, she might mean that the starter lever is broke or something.

Low Retail $1,340, Average Retail $,1,760 but that's going to depend on the bikes condition, and what all has been done to it.
