Check torque on the header bolt while the headers are cold/hot?

I was wondering when should you check the torque I have heard hot,warm and cold which is it? thanks

I do it cold on my bikes just because if they are going to loosen it is on the cooling cycle of the hot/cold life they live. It also lessens the chance of galling a bolt or worse breaking it off.
