My integrated tail light came with a resistor (black brick) to temper the excessive blink speed, but I didn't need it. Have you tried pulling the license plate light off yet? Start there. If the blinkers are operating correctly in terms of your switch and the tail light's lit, I would guess your wiring is at least mostly correct. Check with the tail light manu on a resistor recommendation (measured in ohms) and you can probably pick one up at a local electrical supply shop. Maybe even an auto parts store.
