I think it has to have 7500 miles, then it can be registered. I took a 2000 F4 out there from Indiana and had no trouble, it had around 8000 - 9000 miles at the time. Not sure on cars though.
I've also heard that if you buy a bike in Cali you can get rid of the emissions equipment by buying a stock exhaust from out of state. Since lotd of people get rid of the stocker right away there are probably a lot of them available at decent prices.
