I've never done it but remember seeing an article a while back about it. Basically it said to paint the inside only, because any paint you put on the outside will get chipped all to hell with road debris and end up looking like crap. I think they did clear-coat it, but don't quote me on that. Couldn't hurt I wouldn't think, but I really don't know.
Out of curiousity, why are you wanting to paint it? Most of the colored aftermarket ones I've seen (except for the dark smoke ones) still give you some visibility through the screen in the event of tucked up riding. Painting would take away any visibility wouldn't it?
The God of the Old Testament is arguably the most unpleasant character in all of fiction: jealous and proud of it; a petty, unjust, unforgiving control-freak; a vindictive, bloodthirsty ethnic cleanser; a misogynistic, homophobic, racist, infanticidal, genocidal, filicidal, pestilential, megalomanical, sadomasochistic, capriciously malevolent bully. - Richard Dawkins, The God Delusion
